Council adopts three 2026 salary ordinances setting maximum pay for elected and appointed city officials and firefighters

The Muncie City Common Council approved three separate salary ordinances—Ordinances 37-25, 38-25 and 39-25—that set maximum pay levels for elected officials, appointed officers and fire department personnel for calendar year 2026.
City human-resources/finance staff explained the measures stem from the recent budget process and were necessary to codify pay limits into city ordinance for the coming fiscal year. Council members asked staff to explain past instances where certain positions were paid above previously adopted salary ordinances; city staff said that if higher pay is needed in a specific case administration should return to the council to amend the ordinance.
The measures were introduced and adopted by roll call. One council member stressed the council’s role is to be proactive in checking that payroll and salary administration matches ordinance limits and to improve communication with finance staff to prevent overpayments.
