"What we're talking about is a product from the species, cannabis sativa... the substance that is being measured is delta 9 THC," Matthew said during his presentation, explaining why the town’s draft tracks the state’s regulatory language.
Town Attorney Jim and other council members cautioned that state law and timelines are evolving. Jim noted that because staff have been working on the ordinance, there may be implications for grandfathering new businesses; the council requested staff clarify the effective dates and grandfathering rules and bring that information back. The board discussed setting up a workshop that includes affected local businesses, the planning commission and the local ABC commissioner to build familiarity with technical terms and practical enforcement questions.
Mayor and staff said the first reading is meant to start a longer public process. Alderman Causey moved to approve the ordinance as presented on first reading; Alderman Jenkins seconded. A roll call recorded "aye" votes by the aldermen and the first reading passed. Staff and council members signaled the goal of returning with a second reading after outreach and planning-commission review.
