County staff and the cemetery's general manager, Chandra West, described the request as a timing issue: the district has funds incoming from tax apportionment but lacks cash on hand for the intervening weeks. County Auditor Marty Nieman and staff told the board they had reviewed the district's budget and were comfortable that the apportionment arriving in December will enable repayment with interest.
Supervisors discussed source of funds and potential precedent for lending to special districts; the motion carried with the board specifying that the loan be drawn from county contingencies and be repaid by December 2025. Several supervisors praised the new general manager's efforts to organize district finances and grounds maintenance.
The motion passed by roll-call vote; staff recorded the loan terms and required the district to provide a budget and repayment plan prior to disbursement.
