Plumas County supervisors unanimously adopted a resolution approving the county's inaugural organizational mission, vision and core values on Oct. 14, establishing a framework staff said will guide future priorities and budget planning.
The adopted mission reads in part: “serve the public through innovative leadership, governmental teamwork and fiscal responsibility for the protection of our lands, support of local livelihoods, and respect for a rural way of life.” The approved vision is “a thriving, healthy and united community where economic growth is fostered, public needs are met with compassion and efficiency, and everyone feels connected and supported.” The board approved eight action‑oriented values including integrity, fiscal responsibility, honesty, professionalism, trust, forward thinking, problem solving and teamwork.
County staff presented results from a July 16 workshop and an August public survey that informed the draft statements, saying the process included 24 department leaders, a core committee of staff and supervisors and public meetings in each supervisorial district. Zach (county staff presenter) told the board the statements are intended as the strategic planning "North Star," not a one‑year workplan, and that department objectives and measurable priorities will be developed through November–January and integrated with the midyear budget cycle.
Chairman Goss described the vision as the guiding north star for county decisions, saying it will be used to weigh future choices on issues from staffing to capital projects. Members of the public who spoke at the hearing asked that the final document include clear definitions of "vision," "mission" and "values"; staff committed to add definitions and to return with specific priorities and measurable objectives in coming months.
The resolution was moved and seconded and adopted by roll call vote with the attending supervisors recorded in the affirmative.
