Butte County adopts 2025 California Building Standards Code with local amendments and highlights new Wildland-Urban Interface provisions

Butte County adopted an ordinance Oct. 14 to incorporate the 2025 California Building Standards Code into county code, with limited local amendments and selected appendices.
Ephraim Ruvalcaba, the county—s building official, told the board the state updates building codes every three years and the 2025 codes become effective July 1, 2026 even if the county did not act. He said adopting the state code locally allows the county to make narrow amendments and to continue administering familiar appendix chapters as optional methods that can still be requested through the county.
"This year, there was a new code created... the California Wildland-Urban Interface Code is part of Part 7," Ruvalcaba said, explaining that the code consolidates wildfire-related construction rules into a single place for easier enforcement and clearer guidance for contractors and homeowners.
Staff also highlighted AB 130—s effects on local permitting: certain residential-code updates are restricted until 2031 except for limited exceptions (declared emergencies, state-fire-marshal updates and home-hardening rules) and preapproved master plans will now be valid for 10 years rather than only the code cycle in which they were approved.
The board adopted the ordinance as presented. Staff said the changes aim to improve code clarity, reduce administrative duplication, and help local contractors and property owners by keeping common appendices available as alternatives through county review.
