Commission approves environmental covenant and redevelopment work at former Euclid Elements site

The Springfield City Commission authorized the city manager to execute an environmental covenant by and among the Clark County Land Reutilization Corporation, the Ohio EPA, and the city for the former Greater Euclid Elements site, covering addresses in the Euclid/Plum area.
City staff said the city and land bank completed phase I and phase II environmental assessments, removed the former factory building and have begun site remediation to make parcels safe for redevelopment. The land bank has broken ground on a new park where the Euclid Elements factory once stood; housing and additional projects are planned in adjacent portions of the site.
A commissioner noted longstanding health and safety issues at the site and welcomed the remediation and park development while urging continued attention to soil contamination levels and public safety. The commission approved the covenant by roll call.
