Pitt County renews franchise for C&D landfill, requires $1-per-ton payment to county

The Pitt County Board of Commissioners voted on Nov. 3 to renew the franchise agreement that allows the local C&D (construction and demolition) landfill to operate and requires the landfill to pay $1 per ton to the county for disposed material.
Public works staff told the board the current franchise had expired and that state rules require a public hearing and adoption at two regular meetings pursuant to North Carolina General Statute 153A-46. After opening the public hearing and noting that no members of the public had signed up to speak, the board closed the hearing and approved the motion to renew the franchise for an additional five-year term; the matter will be considered again at the board's next meeting as required by statute.
The staff recommendation included Franchise Renewal Amendment No. 5 and the 30-day notice published in the paper. The agreement was described by staff as the document that allows the county's C&D landfill to continue operations and obligates the company to remit the $1-per-ton payment to Pitt County.
