The Madison City Common Council on Nov. 4 introduced three ordinances on first reading that amend interlocal agreements with Jefferson County and, in two cases, the town of Hanover.
The first ordinance (described at the meeting as "ordinance 20 20 five-twenty 1") amends an interlocal cooperation agreement and reduces the city’s public-safety local income tax sharing percentage from 50% to 41 percent; it also codifies a contribution Jefferson County made toward construction of the Crystal Beach pool. The measure was introduced on first reading and sent to second reading for further consideration.
The second ordinance ("ordinance 20 20 five-twenty 2") is an interlocal agreement regarding emergency community services and 9-1-1 central dispatch. The ordinance would reconstitute the dispatch advisory board from five appointed elected officials to seven members, four of whom would be elected officials and a majority required to be local law enforcement. The proposed new membership at the meeting included the county commissioner, county sheriff, the city’s mayor, the chief of the Madison Police Department, a town board member, the chief of the Hanover Police Department and a county deputy appointed by the sheriff. Council members said the change responds to an audit of nine-one-one services and aims to bring board composition into compliance with state and federal law.
The third ordinance ("ordinance 20 20 five-twenty 3") concerns the Jefferson County Bridal Shelter and reconstitutes its advisory board to four members: three elected officials and a veterinarian advisor. Staff said the change returns direct elected-official governance that had been absent since the prior board was dissolved roughly three years ago; the shelter operator will be a county employee under the revised arrangement.
All three measures were introduced on first reading and scheduled to return for second reading. Council invited public comment at the second reading if residents wished to speak further.
