Wichita County reallocates $26,000 to create human services accounts-payable manager

The Wichita County Commissioners Court voted on Nov. 4 to reallocate $26,000 from Auditor department salaries to Department 640 (Human Services) to create an accounts-payable/relationship manager position intended to handle indigent health claims and proactively secure provider agreements.
Commissioner Beecham (the motion's sponsor) and other commissioners said the workload in indigent health has grown and that the auditor's office had been performing significant processing and data-entry work for claims. The newly aligned full-time position is intended to (1) prepare and enter claims, reducing entry burden on the auditor's office; and (2) act as a community-facing manager to secure memoranda of understanding and service agreements in advance of need (for example, OB-GYN services for inmates).
Staff explained the money will come from a vacant processor position in the auditor's office and existing vacant salary funds; no net new FTE will be added. The court approved the transfer and an administrative alignment of the maximum salary for the new position to match existing caseworker pay; the motion carried 5-0.
Officials said the change is intended to improve operational efficiency, reduce scrambling for vendor services during acute needs, and make indigent-health vendor relationships more proactive.
