The City of La Porte Common Council on Monday approved a series of ordinances and resolutions affecting land use, personnel and city funds.

Annexation and zoning for National Guard armory

The council conducted a second and final reading and approved an ordinance annexing approximately 19.7 acres and amending zoning for property described as intended for the National Guard armory. Councilmembers thanked La Porte County commissioners for cooperative work on water and wastewater needs tied to keeping the guard unit in La Porte. The ordinance was moved, seconded and passed on the council floor; no roll-call vote totals were recorded in the meeting transcript.

Salaries ordinance (2025)

Councilmembers read and adopted an ordinance amending ordinance number 26-2024 to set salaries for appointed officers and employees of the city for 2025, specifically noting the Department of Transportation. The motion to adopt passed following a move and second.

Appropriations and transfers

The council introduced and enacted a resolution for additional appropriations and transfers, including:
- MVH restricted fund (Crack sealer materials): $88,000 approved.
- CCD fund (fire department camera system): $11,957.37 approved.
- Rainy day fund transfer: $100,000 approved.
- Park nonreverting fund (other services): $10,000 approved.

A public hearing on the additional-appropriation resolution was opened; the notice was published in the Herald-Dispatch on Oct. 22, 2025. The council also approved a separate set of transfers within the 2025 budgets covering City Hall, Parks, Rainy Day/Civic transfers and senior-center line-item moves.

Property-transfer and redevelopment

The council took a previously tabled resolution concerning conveyance of several city parcels to the La Porte Redevelopment Commission off the table and then passed a resolution transferring specified parcels (Beachwood Lakes parcels and parcels adjacent to Truesdale Avenue) to the commission. The resolution cites Indiana Code §36-1-11-8 and §36-7-14 and authorizes the mayor and clerk to execute deeds and other conveyance documents. Parcel numbers were read aloud in the resolution text during the meeting.

Tabled item and traffic ordinance introduction

Council moved to table an ordinance related to a lease pending additional information from adjacent homeowners. The council also introduced an ordinance to replace certain yield signs with stop signs (Kingsport & F Street; Panther Court in Rockwood and in Marquette); that traffic item will return at the Nov. 17 meeting.
