Weber County approves development agreement for roughly 416-acre Ogden Valley project; developer offers $50,000 for trails

The Weber County Commission on Nov. 4 approved a development agreement to preserve development rights, timing and the preliminary layout for roughly 416.178 acres in Ogden Valley.

County planning staff presented the proposal and said the agreement would allow the developer to hold the previously approved preliminary plan in place and extend deadlines for final platting. Under the agreement the developer may extend the vesting of the preliminary plan in five-year increments, with an initial 10‑year term after which the agreement may be renewed automatically unless the county elects otherwise.

The applicant offered a $50,000 donation to the local trails foundation in Ogden Valley as part of the project. Planning staff told commissioners the Ogden Valley Planning Commission forwarded a mixed recommendation; several planning commissioners had been concerned by proposed clauses related to moratorium exceptions and new appeal rights. The applicant removed those clauses before forwarding the agreement to the commission.

During the discussion commissioners confirmed that a short stub access road shown in the preliminary plan will be vacated as a public road and become private, with operations and maintenance to be handled by the homeowners association. No members of the public spoke against the measure during the public hearing.

The commission voted to approve the development agreement. The document as described preserves the developer’s preliminary plan and provides additional time for platting and project implementation.
