- Permit filing timelines and exemptions: standard applications should be filed 60 days in advance; expedited review possible for smaller events. - Event categories and special requirements: the ordinance sets out rules for parades, neighborhood block parties, festivals, carnivals, and other categories; it covers tents, animals, food trucks, alcohol service and sanitation; event-specific checklists would live with the application manual. - Public-safety staffing and cost recovery: the ordinance would require events that need police or fire staffing to disclose those needs in the application; staff would estimate officers/units required and add a cost recovery fee to the event permit (future fee schedule). Council and the chief discussed that past large events (e.g., food-truck festivals) had required overtime for officers and that the new ordinance should make expectations and costs transparent. - Insurance, indemnification and hold-harmless: minimum insurance levels for events and additional coverage where alcohol is served would be required; a hold-harmless agreement for city services is included in the draft.
Staff said applications and a special-event manual are being drafted in coordination with departments and the city attorney; staff sought council input on the draft and said fees would be set via the adopted fee schedule.
