Raleigh planning staff and the council addressed several rezoning requests and scheduling for public hearings across multiple cases.
Planning staff summarized three cases (Grove Avenue Z27‑25, Sandiford Road Z28‑25, and Hodge Road AX25/Z28‑16 context) and recommended setting public hearings for December 2. Staff said the requests generally move parcels from lower‑density residential districts (R‑4, R‑6 or Wake County R‑30) to R‑10 with conditions and that planning commission recommended approval; Commissioner Otwell dissented on some items preferring transit‑oriented density tools instead of rezoning. The Grove Avenue applicant requested that the council hold the Grove case as a special item and noted the applicant wanted more time; council voted to hold Z27‑25 as a special item and set hearings for Z28‑25 and Z30‑25 on December 2.
Council also considered Z9‑25 and a Gorman Street rezoning. For Z9‑25, council set a December 2 hearing after staff noted potential loss of the SHOD tree buffer and that TOD height bonuses could alter building height if affordable housing incentives were used. Hannah Rekau presented the Gorman Street case (Z2324/Z2325 variants referenced) and the council set its hearing for Nov. 18 after staff said a tenant relocation expense condition may be added and confirmed notice requirements would be met.
Council members asked detailed questions about FTDO/TOD floor‑area and lot size differences, buffer widths, applicant requests and notice requirements. Where requested, staff agreed to return with additional specifics at the time of public hearing.
