Council hears Paloma Trails annexation-related applications; approves deed conveying right-of-way to city

City staff presented three linked applications related to the Paloma Trails annexation during the Nov. 3 workshop: (1) a comprehensive plan amendment to change right-of-way land use to Compact Neighborhood (first reading), (2) a planned-development rezoning for Paloma Trails right-of-way (public hearing), and (3) a warranty deed enabling conveyance of a track to the city.
Planning and development staff said the annexation previously had been approved and that the comp‑plan amendment is specific to the right-of-way area for Paloma Trails Boulevard. Nine property owners were notified for the land-use items and staff reported no formal written responses. The Planning and Zoning Commission recommended approval of the comprehensive-plan amendment and the planned-development rezoning by 6–0 votes; both items were taken as first readings/public hearings.
Separately, council considered a motion to accept a warranty deed from Todd Winters (Paloma Trails) conveying the American Tower Tract and to direct the city secretary to file the deed in Wise County property records. Council moved, seconded and approved the deed acceptance.
Ending
Staff will return the comp plan and PD items to council for subsequent readings and final actions as required by code. The deed will be recorded in the county per council direction.
