The City Commission accepted a Substantial Damage Administrative Procedures (SDAP) plan on Nov. 3 that formalizes the city’s post‑disaster inspection, notification and permitting workflow, staff said.
Luke Curtis, the city’s building official, outlined the SDAP plan as a living document that sets out pre‑disaster staffing, immediate coordination, initial windshield damage assessments and a more detailed substantial‑damage assessment conducted with 4Runner software. The plan establishes a process for notifying property owners, managing administrative appeals and processing repair permits, and it calls for ongoing documentation and annual updates based on lessons learned.
Curtis said staff held a community meeting on Sept. 24 to gather feedback and noted the Florida Division of Emergency Management will publish templates staff plans to review and incorporate. Commissioners voted to accept the SDAP plan and directed staff to bring annual updates to the commission and to integrate the state templates when available.
The plan is intended to accelerate recovery after future storms by clarifying staffing roles, streamlining evidence collection and improving property owner communication.
