The Raleigh City Council voted unanimously to commit $2.2 million from the city’s 2020 affordable housing bond to Healing Transitions’ Forward Together development, a proposed 17‑unit supportive rental project for women in recovery.
Annie Bowman Mitchell, housing and community development program manager, told council the NOFA required at least one‑third of units be restricted to households earning no more than 60% of area median income and that bonus points favored deeper income targeting and partnerships between emerging and experienced developers. She said Healing Transitions’ proposal includes two‑ and four‑bedroom units, one manager unit and communal spaces to support wellness and family reunification on the organization’s existing women’s campus off Glenroyal Road.
Mitchell described the program funding available this year ($3,440,000) and said staff received three proposals, one incomplete and another still under evaluation. Council’s action was for the funding recommendation to Healing Transitions and the associated budget transfer authorizing $2.2 million from the bond fund.
Council moved, seconded and approved the recommendation without recorded opposition. After the vote, council members commended Healing Transitions’ work and staff for their review.
The funding commitment authorizes staff to execute the budget transfer and related agreements necessary to deliver the city’s GAP financing; details on loan terms, reporting requirements and monitoring will be negotiated and memorialized in the project agreements.
