No quorum; finance staff reviews $442,125.68 in Michigan City Riverboat claims and reports fund balances

Without a quorum, Michigan City Common Council Finance Committee staff met informally Nov. 4 to review Riverboat Fund claims totaling $442,125.68 and to report fund balances, a finance committee staff member said.

The review covered two vendor payments: La Porte Chrysler Inc. for $7,053.93, listed as the monthly lease fee for police vehicles, and Reath and Riley Construction Co., Inc. for $435,071.75. The staff member said the Reath and Riley amounts reflect payments for completed work with 10% retainage withheld. Invoice dates read into the record included 09/10/2025 (received 09/12/2025) for work through 08/02/2025 and 08/30/2025, and a 10/06/2025 invoice (received 10/23/2025) for work through 09/30/2025.

The finance committee staff member also reported the Riverboat Fund ending balance as $4,765,733.60 and the Rainy Day Fund ending balance as $1,562,508.17, with a combined total of $6,328,241.77 for the fiscal year to date as of Nov. 3, 2025.

The staff member characterized the session as informal—"This is not a formal meeting, but I will go over the Michigan City Riverboat Boyd claims docket for 11/04/2025,"—and opened the floor for public comment. No members of the public spoke; staff closed public comment and adjourned the meeting. Because the committee lacked a quorum, no motions or votes were taken.

The items reviewed will require formal committee action at a future meeting where a quorum is present for any approvals or payments requiring committee authorization.
