The Kankakee City Council on Nov. 3 approved a first amendment to the development agreement for the 505 South Schuyler project to address unforeseen facade conditions and to adjust project timelines and incentive disbursement conditions.
Economic development staff explained that the developer encountered different brick material beneath the original facade, prompting design changes. The amendment updates exhibits and renderings to reflect revised materials, gooseneck lighting, landscaping, and a color continuity requirement on the north side of the building. The amendment also ties eligibility for a facade completion incentive to completed landscaping and updates completion timelines; substantial completion and landscaping are to be wrapped up by May 31, 2026, and the developer’s deadline to secure a tenant for the third space was extended to Dec. 31, 2026.
Council discussion included a motion that explicitly required landscaping completion before the developer becomes eligible for the facade incentive. The ordinance amendment passed on recorded vote (11 ayes, 1 nay).
