The Kankakee City Council on Nov. 3 approved a development agreement to provide a $10,000 improvement incentive to Wine By The River for renovations at 810 West Station Street.
Economic development staff told the council the business has secured a lease and intends to invest about $52,620.22 in rehabilitation of the building to open a wine bar. The project sits in a TIF district but the staff said this incentive is being paid from a separate $100,000 city incentive line item for projects that do not meet typical TIF criteria.
Council members approved the agreement after the Economic Development Committee had voted to forward the terms on Sept. 25. The incentive will be disbursed after the developer demonstrates completion and provides required documentation; staff listed an estimated completion date of March 2026.
The motion passed on recorded roll call with 11 ayes, 0 nays and one abstention recorded for a potential conflict of interest.
