Kankakee City Council approves multiple ordinances, development incentives and firefighters’ letter of agreement

At its Nov. 3 meeting, the Kankakee City Council approved a slate of zoning and administrative ordinances, development incentives including a $10,000 grant for a new wine bar, renewals of two insurance policies, and a labor letter of agreement with the firefighters’ union following executive session.
Kankakee City Council on Nov. 3 approved a series of ordinances and resolutions that included subdivision and conditional‑use approvals, targeted development incentives and renewals of municipal insurance policies.
The council placed multiple items on final reading and approved them the same night, including a bridal plat for a proposed Kwik Trip at the northwest corner of Route 4552 and Riverstone Parkway; a short‑term rental permit for a property at 441 West Hawkins Street; and a conditional use permit allowing a home esthetician business at 343 South May Avenue. Director of Planning and Development King told the council that each of those planning items had been recommended for approval by the planning board by 4–0 votes.
Council members also approved housekeeping changes to the zoning ordinance (Chapter 8 and Appendix A) intended to clarify permitted uses in commercial districts and to correct omissions in the land‑use tables. The council approved rescinding a prior no‑parking ordinance in front of 481 North Harrison Avenue so that handicap parking can be established there, and approved additional handicap parking at 556 South Elm.
On development finance, the council approved three separate incentive agreements: a $10,000 improvement incentive for Wine By The River at 810 West Station Street (projected improvements estimated at $52,620.22, with estimated completion March 2026); a first amendment to the development agreement for 505 South Schuyler that modifies facade materials, lighting and landscaping and adjusts completion and tenant procurement deadlines; and a tax‑increment financing agreement for Lafayette Building LLC providing a $50,000 TIF incentive toward an estimated $345,653.63 in tenant improvements (payment split as $25,000 at agreement execution and $25,000 upon project completion and occupancy clearances). City economic development staff said the incentives were approved previously in committee and carried forward to the council for final action.
The council approved two insurance renewals: the city’s property and casualty and law‑enforcement liability policy for $952,241, and the workers’ compensation policy for $1,279,356, both with the Illinois Counties Risk Management Trust; city manager Kubo said the renewal increases were 6.88% and 7.1%, respectively.
Council members also returned from executive session and approved a letter of agreement between the City of Kankakee and the International Association of Firefighters, AFL‑CIO, Local 653. The motion carried on recorded vote (11 ayes, 1 nay).
