Social Services Director Rachel Dillman Parsons told the board the U.S. Department of Agriculture had indicated it could fund roughly half of November benefits under current plans and that states were pursuing litigation and alternate issuance approaches. "These are partial benefits, only about 50% of November benefits," Parsons said, urging the board to prepare local stopgap measures while the federal and legal processes play out.
