Council approves claims, contracts, towing ordinance amendment and two probationary firefighters
Summary

The Belleville City Council approved routine and substantive business on Nov. 3, including several contracts, ordinance updates and staffing actions.
Financial approvals: By roll call the council approved claims and disbursements totaling $2,461,571.65 and payroll of $1,013,931.83 as presented on the agenda.
Engineering and grant agreements: The council approved an agreement with Oates Associates for preparation of a 2026 BUILD grant application for West Belleville improvements not to exceed $30,000 (funded by TIF 3), an on‑demand agreement with TWM for engineering and surveying services not to exceed $9,500 (motor fuel tax/TIF), and an ownership/payment responsibility transfer for 18th Street lights along Old Collinsville Road (motor fuel tax and TIF). The council also approved a supplemental design engineering agreement with Lochmiller Group for downtown resurfacing in the amount of $90,681 (ARPA and TIF 3). A recorded roll call included at least one ‘no’ on the Lochmiller item; the motion nevertheless carried.
Traffic and code amendments: Alderman Elmore moved and the council approved changing a local speed limit from 30 to 25 mph. The council also moved to replace the city’s towing and impound ordinance with a revised version modeled on another municipality; the agenda cited a recent legal review and the ordinance was approved.
Personnel: The Board of Fire and Police Commission hiring motion to approve Majicislav Kaskachik and Connor Schock as probationary firefighters effective Monday, Nov. 10, 2025, 12:01 a.m., was approved by roll call.
Zoning and planning: The council also approved a slate of zoning board recommendations for various sign permits, liquor licenses, special uses and storage facilities read together on the agenda (Zoning Board of Appeals recommendations were recorded as primarily 5–0 approvals for the listed items). The council approved a subdivision plat for 2039 Park Road in unincorporated St. Clair County within 1.5 miles of Belleville and set FreedomFest dates for June 26–27, 2026, subject to insurance and event approvals.
The meeting concluded with a motion to enter executive session on personnel/collective negotiation matters.
