Commission earmarks funds for southwest quadrant infrastructure design; developer support and resident questions noted

The Bloomington Redevelopment Commission approved Resolution 25‑127 on Nov. 3 to earmark RDC funds for design of off‑site infrastructure in the city’s southwest quadrant, including potential road segments and intersections connecting Vanguard, Adams, Sudbury and Bloomfield/Weimer.

Staff described multiple candidate improvements: upgrades to Vanguard, a north–south link on Adams, a connector from Vanguard to Adams, roundabouts or signalized intersections near sensitive flood‑plain areas, and an improved Bloomfield/Weimer intersection that will require coordination with the county for property located in a county “donut hole.”

Developers and public comment: developer Travis Vensell (representing Summit Development) said the area has multiple pending projects and signaled support for the design effort, noting design certainty helps developers know which off‑site improvements they must build. A nearby resident submitted written public comment opposing expanded police facilities on an unrelated site (714 S. Rogers) and urging investment in community services instead of new police headquarters.

Recusal and scope: Commissioner Randy Cassidy recused himself from the vote because of an adjoining property interest; staff noted an earmark indicates priority and availability but does not obligate final spending. Commissioners discussed the TIF overlay and that some parcels are already inside the consolidated TIF; staff said where new TIF carve‑outs are needed they would be created before funds are expended.

Outcome: the commission approved the resolution; staff will proceed with design contracting and return to the RDC for any specific spending approvals or memoranda‑of‑understanding that materially affect RDC finances.
