Public Works staff presented a request to award the construction contract for the NE 204th Street pavement management project (from West Lake Sammamish Parkway to 170th Avenue NE) to Earthwork Solutions (low responsive bidder following disqualification/non‑responsibility determination) for approximately $6.3 million and to approve a consultant services supplement to Consor (about $380,000). Staff explained the low bidder was found non‑responsible because its submittal did not demonstrate the required experience in complex utility replacement work; the second‑lowest bidder did demonstrate that experience.
Staff said the project is a holistic utility and pavement approach that replaces or repairs significant sections of aging AC water main, storm and sewer infrastructure while also performing curb, gutter, sidewalk, ADA ramps and final paving to avoid repeated digs in the near future. Council asked whether the work is driven by critical failures; staff said recent water‑main breaks motivated focus on replacement work and emphasized urgency.
Staff recommended awarding to Earthwork Solutions and placing the award on the Nov. 18 consent agenda; the committee raised no objection.
