City staff presented a two‑year interlocal agreement with the Washington State Department of Transportation to support implementation of the state's commute trip reduction (CTR) law and related local plans.
"This agreement with Washington State Department of Transportation will provide $214,300 for city services provided from 07/01/2025 through 06/30/2027 to implement CTR law in Redmond," Program Administrator Kim Keeling told the committee and requested the item be placed on the Nov. 18 consent agenda so the city can bill WSDOT for eligible work.
Keeling said timely adoption is necessary to allow the city to bill the grant for services provided from July 1 to Sept. 30, 2025. Councilmembers sought context for a funding decrease; Keeling explained the program's per‑jurisdiction allocation is affected when new jurisdictions enter the CTR program and when the number of employer sites fluctuates.
Staff asked that the agreement be placed on the Nov. 18 consent agenda; council voiced no objection.
