Kern County receives draft ADA self-assessment and transition plan; staff to refine after public input

The Kern County Board of Supervisors received and filed a draft Americans with Disabilities Act (ADA) Title II self-assessment and transition plan during the regular afternoon agenda. Elsa Martinez of the County Administrative Office presented the assessment, noting the county contracted a technical assessor in August 2024 and that the study, begun in October 2024, has reviewed 299 county buildings and parks and over 1,000 miles of county roads and sidewalks.
Martinez said Title II requires local governments to provide access to programs, services and facilities and to assess existing conditions, estimate costs, prioritize improvements and seek public input. The draft plan and public survey were posted on the county administrative website for community review; Martinez said the plan is a draft "living document" that will be refined based on feedback and returned to the board in final form at a later date.
A member of the public, Abel Rubio, asked when improvements would occur and how much taxpayers would pay. Staff replied that the draft contains substantial cost estimates and that there is no requirement to address all items in a single year; the county will fold needs into its budget development process and coordinate with cities and private entities, which have their own responsibilities. The board voted to receive and file the draft for continued public input and further staff refinement.
