Butler County approves transfers, purchase orders, plats and consent‑agenda appointments

Finance Director David McCormack presented a mult-page transfers and appropriations report that included general-fund transfers (juvenile court, commissioners' admin, common pleas and sheriff salary alignments) and non-general-fund adjustments (shelter grants, hotel tax transfers, TIF and bond retirement payments). McCormack also presented requisitions and purchase-order increases over $25,000, including a $1,040,000 increase for purchased water under water and sewer and a $137,600 contract for equipment integration tied to an Upper Mill Creek dryer project.
Commissioners asked for clarification on Shelter Plus Care rent draws and were told those funds had been earmarked and approved by Congress and that draws were continuing as normal. The board voted to approve the transfers and purchase orders.
Craig Laude from the development department presented a final plat for Village North Section 2 (12 lots across 34.66 acres in Liberty Township; 10 buildable lots, two open-space lots). The planning commission had approved the plat Sept. 9; the board approved the final plat by voice vote.
Commissioner's administration requested a consent-agenda modification to expand the Butler County Finance Authority board from seven to nine members and to appoint Randy Thomas, Rob Weil and Tal Moon with terms effective Jan. 1, 2026 through Dec. 31, 2029. Commissioners approved the modification and the appointments.
Other consent-agenda approvals included contracts for copier maintenance, a hangar ground lease at the airport, personnel actions across children's services, water and sewer resignations and training requests, and various engineering agreements and cooperative ODOT roundabout projects. Commissioners voted to approve the consent agenda as amended.
Ending note: Commissioners asked staff to return with market analysis of airport hangar lease terms for future contracts.
