"We did put a recommended implementation an action plan in the final section of the plan," the consultant working with the project said, describing the plan as a starting point rather than a finished regulatory package.
Why it matters: Pottstown residents urged the town for clearer boundaries, more frequent progress reviews and financial oversight before adoption.
