The Neighborhood Improvement Committee reported it has received equipment and signage for a donated set of life rings from the Aden Perry Foundation and that installation will proceed once the vendor provides an installation date. Committee members said the foundation is donating an initial set intended for municipal locations identified as higher risk near bodies of water, and that the committee expects to begin installations in November when the vendor releases dates.
Committee members also discussed a proposed pocket park on the north side of the overpass near 7th Avenue and efforts to secure Department of Transportation input before planting or construction. Committee members said they will confirm there are no underground utilities before beginning planting and will coordinate with Jeremy and planning staff on the design and permitting.
The committee reported ongoing work with planning staff to draft a fertilizer ordinance modeled on stricter municipal codes in other jurisdictions. Committee members said state statutes on landscaping and artificial turf can preempt local rules in some cases, so staff will review statutory constraints and then draft an ordinance for committee review.
Committee members asked staff to confirm installation costs and vendor schedules for the life rings and to circulate the proposed fertilizer code language when available.
