Commission Approves Short-Term Rental Licensing Resolution; Start Date Set for Nov. 1

Jefferson County commissioners voted to adopt a short-term rental licensing resolution aimed at regulating STRs countywide. The measure passed the full commission, and the body later set the resolution’s effective start date as Nov. 1.
Commissioner Katie Huffaker, who offered the motion, told colleagues that the ordinance had been revised by attorneys and that grandfathered properties would be protected. “Grandfathered is truly grandfathered down,” she said, adding that the public-service committee and county attorney reviewed the draft. Some commissioners and public commenters expressed concern about staffing needs and implementation costs; multiple citizens said the permitting and inspection burden could be cumbersome.
The vote to adopt the resolution was recorded as 16 yes and 3 no. After discussion about the resolution’s blank start date on the printed version, the commission later voted to set the effective date to Nov. 1; that later motion passed 18 yes and 1 no. County staff told the commission they could begin implementation and had a draft application and permits prepared to meet the Nov. 1 start date.
Supporters said licensing improves safety and tax compliance; opponents and several commissioners warned the county should monitor staffing and cost assumptions during implementation.
