The Planning Commission on Oct. 22 approved a temporary text amendment, AMDT‑25‑00007, to the Land Development Code to allow non‑owner‑occupied short‑term rental uses as an accessory use in R1 and R2 districts between May 25 and July 31, 2026. Staff said the move responds to anticipated lodging demand for the FIFA World Cup events in neighboring Kansas City.
Planner Drew Bilby explained the amendment is time limited and will revert R1/R2 to prior rules after the July 31, 2026 end date; building department permitting rules and safety codes remain unchanged. Bilby also noted staff discovered an inconsistency in the code table for owner‑occupied short‑term rentals and will address that as part of a broader cleanup of the land development code.
No public commenters spoke on the item. Commissioners approved forwarding the amendment to the City Commission with a recommendation for approval.
