Summary
Human-resources officials told the board that teacher vacancies at opening have fallen from more than 300 in 2022-23 to about 28 this year and that teacher retention improved to 93.5 percent; HR described college partnerships and recruitment events to sustain hiring.
Baltimore County Public Schools human-resources staff reported to the board on Oct. 7 that teacher vacancies at the start of the school year have declined significantly since 2022.
Staff said that opening-day teacher vacancies dropped from more than 300 in the 2022-23 school year to 34.4 at the start of the current year, and the district reported it was down to 28 vacancies as of the end of the prior week. The district also reported teacher retention of 93.5 percent for 2024-25, up from roughly 90 percent in earlier years.
HR representatives described multiple recruitment efforts and partnerships with higher-education institutions, including Grow-Your-Own paraeducator programs, HBCU college fair participation, and partnerships with Towson, Goucher, Bowie State and CCBC to support certification pathways and alternative-preparation programs. HR said an online hiring and onboarding platform launched with Oracle gives candidates a smoother applicant experience and supports internal recruitment via a talent community.
Board members asked follow-up questions about student-teaching requirements and program alignment with best practices; HR said program partnerships are reviewed cross-divisionally and that state requirements (for example, around reading instruction) influence program design.
