ACDA updates: JCPenney garage purchase, micro-unit recovery housing and downtown grant program

Mike Robbins, Executive Director of the Anchorage Community Development Authority (ACDA), briefed the committee on multiple development initiatives.
Robbins said ACDA expects to close on the JCPenney garage purchase within about 45 days and will issue an RFP this month for a workforce housing project (a plat was approved for a site identified as the Firewood housing project; ACDA said it aims for roughly 34 units with income restrictions as previously agreed). Robbins said Visser Contracting was awarded the micro-unit contract and is fabricating modules in factories; ACDA scheduled a factory tour for assembly members on Oct. 9 to view units before delivery and site work.
Robbins also said ACDA would issue an RFI this month for a planned RV resort at the Third/Ingra site and that the agency has met with municipal departments on utilities and right-of-way considerations. On downtown placemaking, ACDA launched Park It Forward, a grant program open to businesses and nonprofits with street meters in front of their property; the program offers small grants ($1,000–$3,000) and standard grants ($5,000–$25,000) and the board allocated $150,000 for the initial grant round. ACDA said the grant window opened Sept. 15 and closes Oct. 9.
Committee members asked for a comprehensive inventory of ACDA land holdings and project timelines; ACDA said it will provide additional property-status detail to the committee as requested.
