The Lowell City Council voted unanimously to extend and authorize several contracts and to take a series of routine administrative actions during its meeting.
In separate roll-call votes the council authorized the city manager to extend a five-year contract for assessing professional services and to extend an agreement with Select Energy Development LLC. Both measures received first and second readings by title and passed on recorded roll-call votes with all members voting yes (11 present). The meeting transcript records the roll-call 'yes' votes in support of those measures.
The council also scheduled a public hearing for Nov. 18, 2025, on an amendment to Chapter 176 of the city code concerning ornamental property; the referral to public hearing passed. A claim for property damage was referred to the law department for a report and recommendation, and that motion likewise passed.
Separately, the council voted to appoint Haley Barrett to the Hunger/Homeless Commission; the appointment was moved and seconded and the motion passed. The council accepted an informational report on the smoke-testing program and placed it on file.
All of the formal votes recorded in the transcript were carried by voice or unanimous roll call; the transcript indicates an attendance of 11 members for roll calls. The meeting included routine communications and scheduling actions in addition to the votes noted above.
