Board member Jonathan Lang moved to direct Hale to participate, but the motion failed: the board recorded 1 vote in favor, 6 against and 1 abstention, and Hale was excused from that case.
Later, Lang disclosed that he had prepared site plans for properties related to case 20250104 and asked whether he should recuse himself. After Lang said he had since reviewed the audio of the public testimony in full, board member Jason Norris moved — and the board approved — a motion directing Lang to participate in case 20250104. The participation motion passed 5 in favor, 1 opposed and 1 abstention.
Lang separately asked to be recused from case 20250113 because the petitioner is a client; the board voted and Lang was recused from that case (1 in favor, 5 opposed, 1 abstention). The chair announced those recusals and the board proceeded with the evening’s business.
