Public commenters urge budget input, support for CTE and stronger special‑education coordination

During the public comment period on Oct. 21, multiple speakers addressed the board with requests and reports:
- Marlena Collington Purcell (Southwest Area EAC) urged parents and community stakeholders to submit FY27 operating and FY28 capital budget requests, and to complete the district survey by Oct. 31.
- Kelly Olds (TAPCO union delegate) reported continuing payroll issues tied to Oracle implementation and urged preserving and expanding career and technical education programs in the FY26 budget.
- Marietta English (Baltimore County NAACP) described ACT‑SO and chapter activities and invited board members to events supporting student work and mentorship.
- Dr. Laura L. Dorsey (LLD Scholars) reported that an Oct. 15 scholarship and career fair served 464 students, produced 375 applications and resulted in 282 on‑site admissions with $4,504,880 in confirmed scholarship offers from participating institutions.
- Sharon Serhoff (Disability Awareness Month) urged the district to improve coordination between general and special education, criticized a "stay in your lane" approach, and asked the board to revise policies and practices to better meet students' individualized needs.
Speakers represented unions, community groups and advocacy organizations. Board staff and members acknowledged the comments and noted how they relate to budget and policy review work already on the board's agenda.
