Planning staff told the commission that removal of special limitations (SLs) is a new expedited administrative process and that in many cases the department finds a rezone to R‑3 better implements the Anchorage 2040 land use plan for certain land‑use designations. Staff said the requested rezone to R‑4 would not implement the land‑use designation for that parcel and recommended R‑3 instead; staff noted advisory comments from the Alaska Department of Transportation and Public Facilities (no access off Debar Road for future development) and traffic‑engineering comments about peripheral improvements on Columbine Court.
Tyler Robinson, vice president at Cook Inlet Housing Authority, told commissioners the authority purchased the parcel about a year ago, has spent nearly $500,000 on building design, and envisions an elder housing campus of roughly 80 units (about 15–20 dwelling units per acre).
