Commission approves Mirror Lake–Edmonds Lake Park master plan with condition to clarify road access

The Planning and Zoning Commission approved the Mirror Lake–Edmonds Lake Park master plan (case 2025‑0022) on Nov. 3, subject to two conditions: adding documentation for right‑of‑way and legal access for roads within the park and consulting with the Planning Department to ensure the park acreage listed in the plan is consistent with municipal records.

Planning staff described the plan as replacing a 1973 master plan and serving as a guiding document for management, maintenance and development for the next 20 years. Staff said the plan covers approximately 478.37 acres across 13 parcels in public land zones, addresses riparian setbacks and fish habitat protections, and proposes a continuous multi‑use trail system with new winter‑recreation and mountain‑biking infrastructure. Staff recommended approval contingent on two conditions recorded in the staff packet.

Lucy Baranko of Huddle AK, representing the Eagle River–Chugiak Parks and Recreation Board of Supervisors, presented the plan and said it reflects two years of community collaboration, engagement with five community councils, a citizen advisory committee, a public workshop and an online survey. She said the plan emphasizes year‑round recreation, safety, accessibility, stewardship and conservation.
