Planning staff described the plan as replacing a 1973 master plan and serving as a guiding document for management, maintenance and development for the next 20 years. Staff said the plan covers approximately 478.37 acres across 13 parcels in public land zones, addresses riparian setbacks and fish habitat protections, and proposes a continuous multi‑use trail system with new winter‑recreation and mountain‑biking infrastructure. Staff recommended approval contingent on two conditions recorded in the staff packet.
Lucy Baranko of Huddle AK, representing the Eagle River–Chugiak Parks and Recreation Board of Supervisors, presented the plan and said it reflects two years of community collaboration, engagement with five community councils, a citizen advisory committee, a public workshop and an online survey. She said the plan emphasizes year‑round recreation, safety, accessibility, stewardship and conservation.
During public testimony, resident Britney Redwine said Lakefront Drive—identified in the draft plan as a public right‑of‑way—has been minimally maintained and that a later draft reclassified it as a private access road. Redwine asked who would maintain the road, who would pay for needed repairs, and how the municipality would communicate changes in public access. Planning staff and the petitioner explained the road’s history: a 1968 state permit used to serve Boy Scouts parcels, a transfer to municipal administration occurred in the 1980s, and an intergovernmental permit authorized chip‑seal improvements in 2006–07. Staff characterized the roads as historically maintained privately in large part because they primarily serve private parcels and said recommendation language would be added to the plan to clarify right‑of‑way and access.
Other public testimony included Will Tagan, executive director of Chugach Mountain Bike Riders, who said volunteers had supported trail construction and described the plan as a balanced approach that acknowledges existing uses; and Brent Davenport, who supported the plan as sound public investment.
Commissioner Gardner moved to approve the plan subject to the two staff conditions; Commissioner Eber seconded. The motion passed by voice vote.
