Summary
The North Little Rock Planning Commission approved a series of site plans, plats and conditional-use requests and postponed one special-use item for lack of notice; the commission also recommended denial of a contentious rezoning west of Cypress Crossing.
The North Little Rock Planning Commission processed a packed agenda of site plans, plats and conditional/special-use requests. Key outcomes:
- Ortho medical clinic, 7785 North Shore Place: Commission approved the rezoning recommendation (I-2 to C-3) and approved site plan SD2025-38; the site-plan vote recorded a 7–1 tally (Commissioner Foster voted no). The developer will submit a final traffic study to the city engineer for review.
- Event center special use: The commission approved a special-use request to allow an event center (Girly Girls Mobile Spa & More) in an I-1 zoning district (applicant: Whitney Dobbins); design review recommended approval and roll call was affirmative.
- Conditional use — outdoor storage, 4545 West Bethany Road: Conditional use and related site-plan SD2025-43 for Arkansas Air, Inc. were approved; applicant agreed to items 1–11 and design review recommended approval.

- Rezoning request west of Cypress Crossing (proposed dense subdivision): Commission recommended denial after sustained resident opposition; the recommendation will go to city council.
