Tracy council delays decision on naming reception area for former Mayor Nancy Young after sharp public debate

She should be somewhere and we shouldn’t keep stalling,” said Gwendolyn Stewart of the Tracy Goldenagers. Another speaker, identified in the transcript as Miss English, urged the council to investigate allegations she said were on video before honoring Young, saying the honor would send the “wrong message” to young people.
Mayor Pro Tem Amber Abercrombie proposed suspending the rules to hear the item earlier in the meeting and later moved to continue the item to Dec. 2 so staff could present more naming options along with an updated naming policy. Council approved the motion to continue with a 4–1 vote; Mayor Dan Areola voted no. Council members said they wanted the naming discussion to follow an updated policy to ensure consistent standards for honoring individuals and for the council to consider alternative locations beyond the MGRC center.
The council’s procedural actions do not decide the naming question. Staff said it will return on Dec. 2 with a consolidated packet that includes the revised naming policy, all proposed names and locations submitted to date, and any additional material the council requested.
Dr. Nancy D. Young, referenced repeatedly during public comment and in remarks from supporters, addressed the council during the meeting. Supporters said naming the reception area after Young — Tracy’s first elected female mayor, according to public remarks at the meeting — would recognize long public service. Opponents called for investigations and for staff to ensure the policy and process were followed before a permanent designation.
The council’s direction was procedural: to postpone final action until Dec. 2 and to consider the naming with a revised policy and a package of options. Whether or where the city will place Dr. Young’s name remains undecided pending the Dec. 2 staff report and council action.
The council did not take additional formal action on the item during the Nov. 4 meeting. The naming matter will return at the Dec. 2 regular meeting with the requested policy and location options.
