During public comment, Jeff Jesse of the community asked the Assembly to convene a work session to compare ACPA—s planned allocation of wet (alcohol served) and dry seating with practices at other public venues. Jesse said ACPA indicated a plan for roughly 97.8% of theater seats to be "wet" with a limited number of dry seats, and he argued the center should adopt a model that balances alcohol service and non-drinking patrons, referencing the Alaska Airlines Center and Sullivan Arena as examples of event-by-event allocation.
Assembly members and staff later postponed two ACPA-related items — a management-agreement amendment and related bond/tax-use items — to allow further work sessions and stakeholder meetings. Miss Brawley moved to postpone the management-agreement amendment with a second; the motion to postpone both items to Oct. 21 carried by unanimous consent for replenishment on the next docket.
Ending: Members signaled willingness to hold additional staff briefings and a work session to allow ACPA, recovery advocates, and stakeholders to present proposals; the substantive management-extension policy questions will return to a future meeting for action.
