During citizen communications immediately following the proclamation, Dr. Dominique Oswego told the board she has been involved in family-court cases for nearly a decade without resolution and said the system has harmed her and her children. "In medicine, when there is evidence based practice and guidelines and we don't follow that, that's called malpractice. In a family court, that's called normal practice," she said, and urged the board to adopt changes that prioritize safety and empirically based procedures.
The city presented the proclamation and recognized family-court awareness groups; the board did not take any formal policy action on family-court procedure at the Nov. 4 meeting. The public comment was recorded during the citizen-communication portion of the agenda and will be part of the official meeting record.
