Planning staff and council members noted the proposed shop occupies about 750 square feet. Planning staff explained the citycode's numerical formula for tire inventory (the planning/fire guidelines use 1,500 sq ft -> 100 tires as a reference); at 750 sq ft the proportional inventory allowance would be about 50 tires. The applicant said waste tires would be moved weekly; planning staff said indoor storage is required and any inventory (new or waste) counts toward the permitted total.
Council members also raised concerns about parking-surface standards. Planning staff said hard-packed gravel could meet the department's surface requirements in this case, though council members noted past council actions requiring paved surfaces for some automotive uses. Public-safety concerns about tire fires and environmental hazards were raised during the discussion; staff referenced fire-code considerations when identifying inventory limits.
Council approved two substantive amendments during the meeting: (1) a reduction in allowed closing hours (the council settled on an earlier closing time consistent with nearby conditional-use approvals), and (2) a limited exception allowing up to 50 waste tires to be stored in an enclosed trailer on the premises for weekly pickup. After consideration of the amendments the council adopted O2592 as amended. Council asked planning and code-enforcement staff to follow up to confirm site surfaces, storage and permit compliance.
The ordinance passed with amendments; the approval requires the applicant to operate within the conditions the council adopted, including inventory limits, indoor storage requirements for tires counted against the allowance and the enclosed-trailer provision for weekly waste-tire pickup.
