Carbon County planning commission approves multiple conditional lot-line revisions, rejects one land development filing

The Carbon County Planning Commission on an unspecified date approved a series of conditional plan approvals for lot-line revisions and minor subdivisions across multiple townships and issued a conditional rejection for a land development filing that conflicted with recorded subdivision documentation.
Planning staff presented each submission in turn, noting that many plans complied only after requested waivers for plan scale, contour intervals, and natural-feature mapping. For example, the commission approved conditional plan approval for a Douglas Tarta lot consolidation in Tomlinson Trails after staff noted a missing owner certification block. Staff similarly recommended approval for a William Gerhardt lot-line revision (Packard/Panczyk), a Ryan and Susan Forest plan (Penn Forest Township), Hobart Enterprises’ lot adjustments in an industrial area, and multiple other minor lot consolidations and subdivision revisions. In numerous cases staff recorded that applicants requested waivers from SALDO requirements (plan scale, contour interval, and showing specimen trees or natural features) because no new development was proposed.
One item was referred to Lansford Borough rather than approved: staff found the Front Row Investments/Lancer submission contained numerous missing elements — recording fields, certification, lot bearings, and minimum lot area details — and recommended sending county review comments to Lansford Borough officials and the project engineer for resolution; the commission approved that referral.
A land development submission in Tomensing Township was recommended for conditional rejection by staff because the land-development plan did not match the subdivision plan and could not be recorded; staff recommended the applicant first record a corrected subdivision before resubmitting the land-development plan. The commission voted to reject the land-development submission conditionally, per the county engineer’s recommendation.
Votes on routine items were recorded as motions made, seconded and approved with voice votes; minutes show “ayes have it” on the contested and uncontested items. Staff said many approvals were contingent on recording or resolving outstanding certification and as-built details, and that several approvals required documentation from local sewage enforcement officers where septic capacity or combined-lot septic systems were implicated.
The commission closed the consent portion of the agenda, and staff will forward comments and outstanding item lists to municipal officials and applicants where appropriate.
