The recommended priorities include development, rehabilitation and preservation of affordable housing (with emphasis on older adults and people on fixed incomes); maintaining emergency and long‑term supportive housing options; neighborhood and public‑facility improvements that support safety and access; and investments in services that promote housing and economic stability (case management, tenant protections, childcare, workforce development).
Public comment: Eight residents and stakeholders spoke at the hearing; staff said the strategy had been available for public comment and notices were circulated in threshold languages. Supervisors emphasized the importance of preservation and targeted supports for older adults and disabled residents.
Board action: The board approved the annual‑plan strategy unanimously. Staff will use the priorities to guide the FY26–27 annual plan and to prepare specific project proposals for the County’s HUD allocation, which will be brought back to the board for approval in 2026.
