The Board of Commissioners approved a $101,846 master services and purchasing agreement with Justice Premier Plus and Axon Justice Pro to centralize digital evidence, a contract the district attorney's office said will reduce manual review time and provide cloud storage and cyber protections.
Clinton County commissioners voted Oct. 30 to approve a $101,846 contract with Justice Premier Plus and Axon Justice Pro to provide the district attorney's office with an integrated digital evidence and case management platform.
District Attorney Strauss told commissioners the county's caseload has shifted heavily toward digital files and multimedia evidence. "Every case that we get contains digital evidence in the form of PDFs, photographs, surveillance videos, suspect interviews, cell phone extractions, jail telephone calls, social media extractions, and body worn camera and motor vehicle recorder videos," Strauss said. He said the system uses Axon's AI tools to identify and surface relevant segments and can play multiple videos simultaneously, reducing review time.
Strauss said the platform offers unlimited cloud storage options and protections against malware and cyberattacks and could reduce the need to hire additional staff to manage digital evidence. Commissioners moved, seconded and approved the agreement during the meeting.
The motion approved the master services and purchasing agreement as presented; funding sources and long-term hosting costs were not specified during the discussion. The contract was described as a county procurement to support district attorney office operations.
The county will now proceed with the vendor agreement execution and integration work as described by the district attorney's office.
