Chester County commissioners approve consent agenda, contracts and grants; adopt 2026 holiday schedule

The Chester County Board of Commissioners on Wednesday approved the meeting agenda and, by single-voice votes, adopted a consent agenda of routine items and multiple contract and grant amendments.

The consent agenda approved the minutes of Oct. 8 and an array of procurement and HR items, including bid awards, facilities contracts, federal-aid reimbursement grants, the HR agenda, a budget change and vouchers submitted by the controller. A separate motion approved an HR temporary-staffing extension (rates unchanged) and a voter-services amendment of $4,472.18 to Costo Security Services LLC to provide secure transport for ballots and added Sunday opening hours for ballot dropboxes.

Adult probation presented a no-cost amendment with VigilNet America LLC to add SCRAM cellular ankle-monitoring unit replacement (term 08/27/25–08/26/26). The Department of Children, Youth & Families presented multiple contract amendments and term extensions totaling multi‑million-dollar adjustments for residential placement, visitation, transportation, in-home services, and functional family therapy; specific amounts were presented by the director. Facilities staff presented two grants for board approval: a $90,580 Department of Environmental Protection alternative-fuel incentive grant (1:1 match) and a $100,000 Pennsylvania Historical and Museum Commission extension for column repairs.

The board also approved the 2026 official county government holiday schedule.
