Dauphin County staff outlines EV charging outreach, transportation plans and regional work

Planning Commission staff reported a series of ongoing regional planning efforts during the Nov. 3 meeting, focusing on community electric vehicle (EV) charging, mobility for older adults and people with disabilities, and recent submissions to state and federal transportation reviewers.
The staff presentation said the office developed interactive mapping dashboards and delivered three presentations at the recent PennDOT Planning Partners conference. Staff described a NEVI community charging outreach effort (part of the federal National Electric Vehicle Infrastructure program) that combines a public survey and an interactive map where respondents can drop locations they consider priorities for publicly accessible EV chargers. The outreach is intended to inform a spring prioritization of communities and use cases such as grocery stores, convenience stores, commercial centers and dense downtowns where on-site parking is limited.
Staff also announced kickoff of a human service transportation plan to assess mobility needs and barriers facing seniors and people with disabilities; that plan will include a targeted survey and public outreach. In addition, staff reported that the regional long-range transportation plan has been formally submitted to PennDOT, the Federal Transit Administration and the Federal Highway Administration for approval (staff said they expect action in December) and that development of the Transportation Improvement Program (TIP) for next year is underway.
The presentation stressed that some program funding levels remain uncertain because federal infrastructure authorizations are pending; staff said TIP choices will be conservative in light of that uncertainty. The office asked commissioners and municipalities to help publicize the NEVI survey and other outreach tools to improve response rates and the geographic representation of results.
Staff also recapped sessions from the planning conference in Harrisburg, noting heavy regional attendance and that planners from the county presented dashboards and policy sessions. Commissioners expressed support for the outreach and the tools described and asked staff to continue coordinating with local municipalities.
