County hears rezoning request for 25.8 acres at Willow Farms; access questions raised

Planning staff presented Zoning Map Amendment 769, a request from Greenwald Real Estate Holdings LLC to rezone 25.84 acres from PDR (Planned Development Residential) to RT (Transitional Residential) on Horace Lane.
Staff said the land forms part of a larger, previously rezoned development known as Willow Farms; this section (phase 3) was undeveloped and the remainder of the subdivision had been rezoned back to RT in 2019. The present application, staff said, proposes single-family residential use consistent with the Lincoln County Land Use Plan’s designation of this area as suitable for large-lot residential development (0.2–1.35 units per acre).
Commissioners asked about access and whether the parcel is landlocked; staff said access is provided by Horace Lane via an easement and that two parcels are involved, including a smaller front parcel that touches the road. No applicant representative appeared for the hearing.
Brandon Foster, whose parcel backs the site, asked whether the request would permit many homes; staff and the chair confirmed the district change would allow single-family residences rather than a higher-density development, and Foster indicated he was comfortable with that clarification. The chair closed the public hearing and the planning board recessed to deliberate.
